Neighborhood Health Center is seeking a talented, hands-on, metrics-driven Chief Talent Officer, experienced in the health care or social services sector,who will further develop the HR function by enhancing and managing the implementation of HR strategy in partnership with the CEO and Executive Management Team. This position requires a highly effective and seasoned HR professional with a career of increasing scope and responsibilities in all facets of HR in enhancing the HR function’s effectiveness within a performance- based and growth- oriented health care organization.

In addition to excellence in HR administration, the Chief Talent Officer is responsible for highly effective recruiting and retention, performance management, HR process improvements, supervisory capacity- building, employee communication and engagement, and consistent application of HR policies and practices in support of Neighborhood Health Center’s’ organizational success and building a stimulating and diverse team-based work environment.

The Chief Talent Officer will report directly to the Chief Executive Officer and has several direct reports. This position is based in Buffalo, NY.

All Neighborhood Health Medical Centers are located in the greater Buffalo, NY region. The Buffalo-Niagara region boasts a great quality of life, with access to tremendous green space, including two Great Lakes and Niagara Falls, world-class museums, professional sports, public concerts and plays, and historic architecture.

Responsibilities:

  • Work closely with the CEO to address current and forecast future HR needs in meeting the mission, vision, values and strategic objectives of NHC.
  • Develop, manage and streamline organization-wide employee- focused processes related to the life cycle of NHC’s staff including recruiting and orientation, leave, retention and engagement, performance management, feedback and annual reviews, promotions and benefits administration.
  • Plan and implement Human Resources initiatives in support of NHC’s organizational culture, to deliver NHC’s objectives and to attract and retain excellent staff.
  • In partnership with supervisory management, develop the capabilities of NHC’s staff through recruiting and retention of excellent staff, training and education, performance management, and identification of assignments which bring out the best in people.
  • Lead, manage and develop the members of the HR team.
  • Lead NHC’s recruiting process within the context of NHC’s requirements, culture and values, as well as the on-boarding process – and improve upon both.
  • Manage organization-wide employee communication.
  • Coordinate the annual merit review and incentive compensation process.
  • In partnership with Finance, develop annual benefit renewals and lead the roll-out of the annual benefit renewal process.
  • Lead initiatives aimed at strengthening NHC’s staff community and culture.
  • Develop and track key HR metrics and create a HR dashboard.

Requirements:

  • 8-12 years of experience as a HR professional in a growth organization with an increasing scope of responsibility, preferably in the health care sector, ideally in a mission- driven organization or a Federally Qualified Health Center.
  • Bachelor’s degree; advanced degree in Human Resources preferred.
  • 6-8 years of HR management experience.
  • A proven track record in excellence in Human Resources administration, recruiting and talent management, performance management, employee relations and communications, compensation and benefits administration and management of HR staff.
  • Outstanding influencing, partnership and negotiation skills with strong ability to build relationships at all levels of the organization.
  • Exceptional track record in evaluating, recruiting and retaining staff and new hires.
  • Outstanding ability to listen and to speak with people at all levels of the organization.
  • Results-oriented mindset with the ability to be flexible in order to find the right balance between operational pressures, annual objectives and various internal and external pressures.
  • Strong presentation and facilitation skills, balancing process and organizational results.
  • Effective at finding a balance between listening, coaching, proposing, directing and deciding.
  • Metrics and data- driven.
  • Persistence, patience and tact combined with excellent, data- based judgment.
  • Highly accountable.
